I will create a Research and Development Team that examines the causes of the problems within the city, and finds solutions that are effective, socially participatory, and mutually beneficial to all Emeryville residents. This team will have members that come from a wide variety of disciplines and backgrounds so that we have a multi-dimensional point of view that invites debate, compassion, empathy, and discipline.

THE ISSUES

CRIME REDUCTION & SAFETY.

Emeryville’s crime is one of the worst in all US cities. The same old approaches won’t bring us safety and peace-of-mind. We must implement action that is innovative, unique, and proven to work. A business owner and family resident of 33 years, Eugene knows we need to make our families safe, and our businesses grow. Eugene’s global reputation for thinking differently will make Emeryville an example for other cities to follow.

CLIMATE CHANGE ACTION.

Our city and State is losing water, we are on Tsunamialert, rising sea levels are imminent, wildfires are overtaking us, record historical temperatures create sickness and death. Eugene has answers to these menacing problems that have proven themselves throughout the world. He calculated the toxic CO2 amounts of a proposed 54 story Emeryville building and helped to stop its construction. With Eugene we will know ahead of time the destructive effects of the building’s design and its site toxicity before it is built. Eugene will be a proactive voice to help lead our city to ecological survival and prosperity.

62% of the adults and 35% of our children in Alameda County, are obese. Obesity is officially a disease in the USA. Eugene’s World and Senior Olympic competitive athletics enables him to see this problem and create proven answers. Can we make Emeryville the healthiest city in the world? He will champion our health and fitness as a public goal and entice developers along these lines.

These individuals become the long-term residents that give our city its sense of belonging, civic pride, and distinction in the world.

Eugene’s ability to create excitement and gather people to follow an electrifying vision that makes the seemingly impossible, possible, will be most needed to create a City Council that can work together as a team. Eugene’s lifetime of competitive sports has prepared him to be a voice for original thinking and this is the time to unify five distinct voices of Emeryville’s City Council, into a coordinated, disciplined force lead by a Code of Ethics, empathy, and purposeful imagination to prepare for the coming challenges ahead.

REENVISION EMERYVILLE.

Eugene has been a local and international city planner for 36 years. He helped create the 2025 San Francisco Bay Area Plan with the Greenbelt Alliance. He will make Emeryville a walkable, garden and tree-filled city with roof gardens and extensive, connected parks. His vision is bold, imaginative, and inspiring. We are going to need his voice for innovative thinking, courage, passion and energy, to reenvision Emeryville with a safe, healthy, and exhilarating future full of personal, family, and civic pride, and creating city accountability by installing a Code of Ethics which governs the attitude and conduct of the City Council and city staff and disseminates a sense of moral dignity that reaches every corner of the city.
